Key and certificate to sign apk as system app

I need to install apk with android:sharedUserId=”android.uid.system” set in manifest.  Make apk which is granted as privileged system app and has access to signatureOrSystem protection level permissions without to root the device.

Could anyone advice where to get private key and certificate or keystore to properly sign apk as privileged system app to run it on X Neo tablet?
